Vaccinated Travel Framework (VTF) requirements
As of 1 April 2022, fully vaccinated travellers can enter Singapore without needing to quarantine or take an on-arrival test. However, they should be prepared to show proof of their vaccination status to airlines and relevant authorities. The Vaccinated Travel Framework (VTF) allows quarantine-free travel to and from Singapore via Vaccinated Travel Lane (VTL) flights or ferries.
VTF Requirements:
- Vaccination: Travellers must be fully vaccinated with any vaccine approved by the World Health Organisation (WHO). Travellers who have recovered from Covid-19 within 90 days of their last infection before departure to Singapore are considered fully vaccinated if they have had one dose of an approved vaccine at least 28 days after testing positive. They must also present a recovery certificate or discharge memo.
- Testing: A Pre-Departure Antigen Rapid Test (ART) or Polymerase Chain Reaction (PCR) test is required within 24 to 72 hours of the scheduled flight to Singapore. Travellers who have recently recovered from Covid-19 within 7 days (for vaccinated individuals) or 14 days (for unvaccinated or partially vaccinated individuals) before departure are exempt from testing requirements if they provide valid documentary proof of recovery.
- Documentation: All travellers, including children, must obtain an approved vaccination certificate showing their full vaccination status. Children aged 12 and below can travel without vaccination if accompanied by a fully vaccinated adult.
- SG Arrival Card: All travellers, except those transiting without seeking immigration clearance, must fill in the SG Arrival Card within 72 hours before departure to Singapore.
- Insurance: It is recommended to obtain COVID-related travel insurance before travelling.
Please note that the requirements may change, so it is important to check the latest official guidelines before travelling.

Vaccinated Travel Lane (VTL) flights
Singapore has implemented a new travel scheme called the Vaccinated Travel Framework (VTF) that replaces the existing Vaccinated Travel Lane (VTL) scheme. The VTF allows quarantine-free travel to Singapore for fully vaccinated travellers and children aged 12 and below, with a pre-departure COVID-19 test. This applies to both VTL (Air) and VTL (Sea), with travellers required to enter Singapore via designated VTL flights or ferries.
To utilise the VTF scheme, travellers must meet specific criteria. They must be fully vaccinated with any vaccine approved by the World Health Organisation (WHO) and have an approved vaccination certificate on the TraceTogether app. Additionally, travellers need to fill in the SG Arrival Card (SGAC) 72 hours before departure and take a Pre-Departure Antigen Rapid Test (ART) or Polymerase Chain Reaction (PCR) test within 24 to 72 hours of their scheduled flight.
It is important to note that not all flights are designated VTL flights, and travellers should refer to the VTL 101 article for detailed requirements and flight schedules. As of the time of writing, some of the designated VTL flights include:
- SQ256, SQ236, and SQ246 from Brisbane to Singapore
- SQ238, SQ228, SQ218, and SQ208 (from 1 June 2022) from Melbourne to Singapore
- SQ216, SQ224, and SQ214 from Perth to Singapore
- SQ212 and SQ222 from Sydney to Singapore, with additional flights SQ232 and SQ242 from 27 March onwards
- TR7, TR19, and TR25 from Melbourne to Singapore
- TR9 and TR17 from Perth to Singapore
- SQ143 twice a week and SQ147 thrice a week (from 27 March 2022) from Brunei to Singapore
- QF35 four times a week from Melbourne to Singapore

- QF81 daily from Sydney to Singapore
- JQ7 from Melbourne to Singapore
- 3K132 twice a week, increasing to four times a week from 27 March 2022, from Perth to Singapore
Travellers should always refer to the latest official government advisories and ensure they meet the entry requirements of their destination country.

Pre-departure testing
Since 26 April 2022, fully vaccinated travellers and non-fully vaccinated children aged 12 and under arriving by land, air or sea checkpoints no longer need to take a pre-departure test before entering Singapore. This means that vaccinated travellers can enter Singapore without quarantining or taking any tests (pre-departure or on arrival).
Unvaccinated travellers, however, are still required to take a pre-departure COVID-19 ART or PCR test within 2 days of departure. They must also undergo a 7-day Stay-Home Notice (SHN) and take a PCR test at the end of their SHN period. Unvaccinated travellers must also purchase travel insurance.
From 29 August 2022, unvaccinated travellers will be permitted to enter Singapore without quarantining or entry approval.
Singapore does not currently place any countries on a restricted list. However, if a country is added to the restricted list in the future, travellers will be required to take a pre-departure PCR test instead of an ART, an on-arrival PCR test, and serve a 7-day SHN in a hotel with a further PCR test at the end.

Onward travel insurance
As of 1 April 2022, fully vaccinated travellers are allowed to enter Singapore without having to quarantine. Travellers must present an approved vaccination certificate on the TraceTogether app, showing their full vaccination status. Children aged 12 and below can travel quarantine-free without vaccination if accompanied by a fully vaccinated adult.
Before returning to Singapore, travellers must take a Pre-Departure Antigen Rapid Test (ART) or Polymerase Chain Reaction (PCR) test within 2 days of their scheduled flight back.
With onward travel insurance, you can be covered for a taxi ride, hire car, or other forms of alternative transport for a specified period, typically between 24 to 72 hours. Some policies may also provide cover if you fall ill or become injured during your journey and are unable to continue driving, by reimbursing the cost of returning you and your vehicle to your starting point.
It is worth noting that age and licence restrictions may apply when utilising the benefits of onward travel insurance, so it is important to review the specific terms and conditions of your chosen policy.

Arrival procedures
As of 26 April 2022, fully vaccinated travellers entering Singapore via air or sea checkpoints are not required to take a COVID-19 pre-departure test (PDT). However, they should be prepared to show proof of their vaccination status to airlines and relevant authorities. Non-fully vaccinated travellers aged 13 and above are also exempt from serving the stay-home notice (SHN) upon arrival and do not need an exit PCR test. However, they are still required to take the PDT in line with ICA requirements (PCR test or supervised ART within 2 days of departure to Singapore).
If you are returning to Singapore, you will need to take the Pre-Departure Antigen Rapid Test (ART) or Polymerase Chain Reaction (PCR) test within 2 days of your scheduled flight. You can check with your hotel if they have a recommended certified clinic to visit. Singapore recognizes any tests taken by a professional, certified doctor.
To enjoy quarantine-free travel upon your return to Singapore, you must fulfil the following criteria:
- You must be fully vaccinated with any vaccine approved by the World Health Organisation (WHO).
- Children aged 12 and below can travel quarantine-free if accompanied by a fully-vaccinated adult.
- You must obtain an approved vaccination certificate on the TraceTogether app, showing your full vaccination status.
- You must fill in the SG Arrival Card (SGAC) 72 hours before your departure to ensure a smooth check-in and arrival process in Singapore.
All travellers, including Singapore residents, who have recently travelled to countries with a risk of yellow fever transmission in the past six days before arriving in Singapore, must produce a valid yellow fever vaccination certificate to the ICA officer upon arrival. This requirement also applies to travellers who spent more than 12 hours in airport transit in these countries.
Additionally, if you are departing from Singapore, you can visit over 20 countries under the new VTF scheme via air, sea or land. VTL flights are also available to select countries for quarantine-free travel. If you are travelling to South Korea, you will need to take a PCR test at Incheon International Airport upon arrival. If you are staying for eight days or more, you will need to take a third PCR test on the sixth or seventh day of arrival.
Upon arrival in Singapore, if you are carrying a total value of Physical Currency and Bearer Negotiable Instruments (CBNI) exceeding S$20,000, you must make a CBNI declaration.
